ARTICLE 27: CLASSROOM TEACHER INSTRUCTIONAL IMPROVEMENT PROGRAM
27.1 Classroom Teacher Instructional Improvement Program Instructional Improvement Grant Committee

27.1.1 A committee shall be established through an election process coordinated by the Associate Superintendent, Human Resources/Administrative Services.


27.l.l.l Composition of the Instructional Improvement Grant Committee
1. Two (2) elementary school classroom teachers
2.
One (1) middle school classroom teacher
3. One (1) junior high school classroom teacher
4. One (l) high school classroom teacher
5. One (l) Green Valley High School classroom teacher
6. Two (2) alternate classroom teachers (to serve the in absence of regular classroom teacher member)
7. Associate Superintendent, Instructional Services (chairperson)
8. Three (3) administrators appointed by the Superintendent to include at least one principal


27.l.l.2 Selection Process of the Instructional Improvement Grant Committee
The committee shall be established through an election process coordinated by the Associate Superintendent, Human Resources/Administrative Services for the purpose of recommending candidates for the Classroom Teacher Instructional Improvement Program to the Superintendent for action by the Board of Education.



27.1.1.2.1 Teacher Membership




27.1.1.2.1.1 Classroom teachers interested in serving as a regular member or as an alternate member shall submit a signed application to the Associate Superintendent, Human Resources/Administrative Services indicating a desire to serve on the selection committee. The names of all applicants shall be placed on ballots; one (1) for elementary school nominees, one (1) for middle school nominees, one (1) for junior high school nominees, one (1) for high school nominees, one (1) for Green Valley High School nominees, and one (1) for alternate classroom teacher nominees to be elected at large.




27.1.1.2.1.2 The teacher representatives and alternate teacher representatives for the Classroom Teacher Instructional Improvement Program Selection Committee shall be elected by secret ballot with elementary classroom teachers electing the elementary representatives, middle and junior high school classroom teachers electing the middle and junior high school representatives, high school classroom teachers electing the high school representative, Green Valley High School classroom teachers electing the Green Valley High School representative, and all classroom teachers electing the alternate representatives.




27.1.1.2.1.3 The secret ballots shall be returned to the Associate Superintendent, Human Resources/Administrative Services and tabulated by the President of the Yucaipa-Calimesa Educators Association or designee of the Yucaipa-Calimesa Educators Association and the Associate Superintendent, Human Resources/Administrative Services.




27.1.1.2.1.4 In the event a classroom teacher member resigns or is unable to complete his or her term, applications for the vacant position will be sought and an election will be processed in accordance with the procedure described above. In the interim, the alternate classroom teacher member shall serve, as needed, until such time as the regular position is filled.


27.1.1.3 Term of the Classroom Teacher Instructional Improvement Program Selection Committee



27.1.1.3.1 Each classroom teacher member of the Classroom Teacher Instructional Improvement Selection Committee shall be elected for a term of two (2) years, normally beginning July 1 and ending June 30, except that for the first year of implementation the initial term of service shall be three (3) years for classroom teacher members expiring June 30, 1987, and two (2) years for classroom teacher members expiring on June 30, 1986. The length of the term for the individual classroom teacher members shall be determined by lot at the time the program is implemented.



27.1.1.3.2 Members may be reelected at the conclusion of their term.
27.2
Instructional Improvement Grant Procedures

27.2.1
Initial Application
All applications for instructional improvement grants shall be submitted to the superintendent/designee for transmittal to the committee within the first ten (10) days of the school month following the establishment of district instructional priorities by the Board of Education. Thereafter, proposals may be submitted during the first ten (10) days of each regular school month so long as funds are available. The application shall include, but not be limited to, a proposed design of activities and/or purchases to improve the quality of instruction, the relationship of the proposed design to district instructional priorities and shall include a compensation/reimbursement plan.

27.2.2 Applications may be submitted by a permanent full-time teacher or mentor teacher whose primary duty is classroom instruction excluding teachers in adult education programs, child care and development programs, or regional occupational programs. Applications can be submitted by a group of teachers.

27.2.3 The application shall state the amount requested for the grant which shall be up to, but not in excess of, two thousand dollars ($2,000) per fiscal year for an individual recipient or up to, but not in excess of, two thousand dollars ($2,000) for each eligible teacher participating in a grant proposal. Such limits shall be adjusted in accordance with subsequent legislative action and funding limits.
27.3
Final Selection of the Project Participant

27.3.1
The final selection of any project participant shall be by action of the Board of Education based upon the recommendation of the selection committee. The selection committee in their consideration of the grant proposals will consider the proposed design of activities and/or purchases, the qualifications of the applicants to achieve the same, and the amount of the grant requested as criteria in its recommendation, but shall not be limited to the aforementioned criteria in their consideration. Recommendations of the committee shall be based upon a majority vote and shall include the dollar amount recommended for each recommended grant. The Board of Education may approve any number of grants from zero up to the maximum number allowed based on the specific state funding provided adjusted by administrative costs. The Board of Education may reject any nomination.

27.3.2 Where Teacher Instructional Improvement Program involves additional duties on the part of the member of the unit, those duties shall be performed under direction of the Associate Superintendent, Instructional Services, and shall be accomplished outside of the regular school day during the school year and/or winter, spring, or summer breaks.

27.3.3 Release time may be provided the Instructional Improvement Grant Committee for the performance of their responsibilities with prior notification to the Superintendent.
27.4 Compensation

27.4.1 Where the Teacher Instructional Improvement Program involves additional duties outside of the workday on the part of the member of the unit, compensation shall be at the hourly rate provided short-term period coverage as contained in Appendix A-5 up to a maximum of $2,000 per fiscal year to be paid upon completion of the project. Group proposals (grants) shall not exceed the aforementioned limits per fiscal year on an individual basis.

27.4.2 The compensation shall not qualify for application of STRS contributions or benefits.

27.4.3 If the project participant resigns prior to the completion of the project obligation, or if the program is discontinued prior to the completion
of the project due to the discontinuance of state funding, the compensation shall be prorated based upon the amount of service rendered.
27.5 Funding
In the event that state funding for the program is reduced or discontinued, the Classroom Teacher Instructional Improvement Program shall be accordingly reduced or discontinued. The Classroom Teacher Instructional Improvement Program shall be wholly operated on the state funding specifically designated for such program.
