ARTICLE 24: MENTOR TEACHER PROGRAM
24.1 Mentor Teacher Selection Committee

24.1.2 A committee shall be established through an election process coordinated by the Associate Superintendent, Human Resources/Administrative Services.


24.1.2.1 Composition of the Mentor Teacher Selection Committee
The Mentor Teacher Selection Committee shall be made up of the following:
1.
Two (2) elementary school classroom teachers
2.
One (1) middle school classroom teacher
3.
One (1) junior high school classroom teacher
4.
One (1) high school classroom teacher
5.
One (1) Green Valley High School classroom teacher
6.
Two (2) alternate classroom teachers (to serve in the absence of regular classroom teacher member)
7.
Associate Superintendent, Human Resources/Administrative Services (chairperson)
8.
Associate Superintendent, Educational Services
9.
Two (2) site principals


24.1.2.2 Selection Process of the Mentor Teacher Selection Committee
The committee shall be established through an election process coordinated by the Associate Superintendent, Human Resources/Administrative Services for the purpose of recommending to the Superintendent and Board of Education candidates for the Mentor Teacher Program.



24.1.2.2.1 Teacher Membership




24.1.2.2.1.1 Classroom teachers interested in serving as a regular member or as an alternate member shall submit a signed application to the Associate Superintendent, Human Resources/Administrative Services indicating a desire to serve on the selection committee. The names of all applicants shall be placed on ballots; one (1) for elementary school nominees, one (1) for middle school nominees, one (1) for junior high school nominees, one (1) for high school nominees, one (1) for Green Valley High School nominees, and one (1) for alternate classroom teacher nominees to be elected at large.




24.1.2.2.1.2 The teacher representatives and alternate teacher representatives for the Mentor Teacher Selection Committee shall be elected by secret ballot with elementary classroom teachers electing the elementary representatives, middle and junior high school classroom teachers electing the middle and junior high representatives, high school classroom teachers electing the high school representative, Green Valley High School classroom teachers electing the Green Valley representative, and all classroom teachers electing the alternate representatives.




24.1.2.2.1.3 The secret ballots shall be returned to the Associate Superintendent, Human Resources/Administrative Services and tabulated by the President of the Yucaipa-Calimesa Educators Association or designee of the Yucaipa-Calimesa Educators Association and the Associate Superintendent, Human Resources/Administrative Services.




24.1.2.2.1.4 In the event a classroom teacher member resigns or is unable to complete his or her term, applications for the vacant position will be sought and an election will be processed in accordance with the procedure described above. In the interim, the alternate classroom teacher member shall serve, as needed, until such time as the regular position is filled.


24.1.2.3 Term of the Mentor Teacher Selection Committee



24.1.2.3.1 Each classroom teacher member of the Mentor Teacher Selection Committee shall be elected for a term of two (2) years, normally beginning July 1 and ending June 30, except that for the first year of implementation the initial term of service shall be two and one-half (2-1/2) years for three (3) classroom teacher members beginning January, 1984 and expiring June 30, 1986, and one and one-half (1-1/2) years for two (2) classroom teacher members beginning January, 1984 and expiring on June 30, 1985. The length of the term for the individual classroom teacher members shall be determined by lot at the time the program is implemented.



24.l.2.3.2 Members may be reelected at the conclusion of their term.



24.1.2.3.3 Performance of the selection function will be outside the regular school day and committee members will be paid at the hourly rate contained in Appendix A-5 under summer school teacher, SWAP teacher, etc. The cost for committee members must be consistent with special funding provided by the state. Release time may be utilized if mutually agreed to by the District and the committee.
24.2 Final Selection of the Mentor Teacher

24.2.1 The final selection of any candidate as a mentor teacher shall be by action of the Board of Education based upon the recommendation of the Mentor Teacher Selection Committee. Recommendations of the committee shall be based upon a majority vote. The Board of Education may reject any nomination.

24.2.2 The mentor teachers shall work under the direction of the Associate Superintendent, Instructional Services, or designated principal.

24.2.3 During the term of assignment the mentor teachers shall generally perform their duties outside of the regular instructional day during the school year and/or winter, spring, or summer breaks.

24.2.4 Mentor teachers shall not be required to evaluate other unit members nor shall they be required to participate as a witness in any dismissal hearing for certificated staff.
24.3 Eligibility
A maximum of five percent (5%) of the classroom teachers in the District are eligible to participate in the program; however, this number may be reduced if full funding for the program is not available or if there is a lesser number of recommended and approved candidates.
24.4 Compensation

24.4.1 The mentor teacher shall receive a stipend of $2,000 for second semester of 1983-84 and $4,000 per annum thereafter for a full year appointment, or an amount adjusted as a result of a change in State revenue allocated for mentor teachers pursuant to Education Code Section 44492.3.

24.4.2 The stipend shall not qualify for application of STRS contributions or benefits.

24.4.3 If a mentor teacher resigns prior to the completion of the one (1) year obligation, or if the program is discontinued prior to the completion of the one (1) year period due to the discontinuance of state funding, the compensation shall be prorated based upon the amount of service rendered.
24.5 Evaluation
The evaluation of the individual mentor teachers shall be accomplished by the supervisor in conformance with the mutually acceptable special performance contract established at the beginning of the work period by the supervisor and mentor teacher. Furthermore, the evaluation procedure shall be in compliance with applicable provisions of Article 11 - Evaluation of the collective bargaining agreement with the Yucaipa-Calimesa Educators Association.
24.6 Funding
In the event that state funding for the program is reduced or discontinued, the Mentor Teacher Program shall be accordingly reduced or discontinued.
